Instructions
Preheat oven to 350°F (175°C) and line a 9x9-inch pan with parchment.
Mix oats, flour, sugar, baking powder, and baking soda. Add melted butter and combine. Reserve 2 cups for topping.
Press half of the mixture into the pan as crust. Bake for 12-15 minutes until golden.
Whisk condensed milk, lemon juice, egg yolks, lemon zest, and salt. Pour over crust.
Crumble remaining oat mixture over lemon filling. Bake for 20-25 minutes until set and golden.
Cool to room temperature, then refrigerate at least 1 hour before serving.
Notes
For best results, chill the bars before slicing.
