Instructions
Preheat oven to 350°F (177°C). Coat a 9x13-inch baking dish with nonstick spray.
Cook ground beef and diced onion in a skillet over medium-high heat until browned; drain excess fat.
Layer sliced potatoes, seasoned with salt and pepper, then add 1/4 of beef mixture and cheese; repeat layers three more times.
Mix condensed soup, evaporated milk, milk, and garlic powder; pour over layers.
Cover with foil and bake for 60 minutes, then remove foil and bake 15 more minutes until golden and bubbling.
Notes
For a richer flavor, add a sprinkle of paprika or chopped herbs before baking.
